| Spanish abstract | Las reformas financieras estructurales, inspiradas e impulsadas en América Latina por las sucesivas negociaciones de la deuda externa y por las crisis financieras, incluyen ya tres generaciones; además, su impacto ha sido muy diferente en cada país de la región. En este artículo se exponen sus principales características y el devenir de las sucesivas crisis registradas. Este trabajo tiene el objetivo de argumentar a favor de la reconstrucción de patrones monetarios soberanos, sustentados en procesos de cooperación monetaria y crediticia regional, pero sin abandonar los temas de la integración monetaria en el mediano plazo. La inestabilidad financiera global y la prolongada crisis financiera y económica actual ponen en primer plano la discusión del financiamiento del desarrollo en la región |
| English abstract | Structural financial reforms, inspired and encouraged in Latin America by successive negotiations of the foreign debt and by financial crises, include three generations already. Moreover, their impact has been quite different in each country of the region. In this article, their principal characteristics and the evolution of the successive crises recorded are presented. The objective of this study is to argue in favor of the reconstruction of sovereign monetary patterns, with underlying processes of monetary cooperation and regional credit, but without abandoning the issue of monetary integration in the medium term. Global financial instability and the current prolonged financial and economic crisis propel the discussion of financing development in the region into the foreground |
