| Spanish abstract | En los últimos años muchos países latinoamericanos han visto una ola de violencia. Esta violencia ha sido causada por varios grupos, algunos de los cuales operan a un nivel transnacional. Algunos de estos grupos son pandillas que han podido establecer células en Norte y Centroamérica. Estos grupos han evolucionado dramáticamente y algunos han establecido redes sofisticadas y organizadas. Han sido la causa de una interrupción social a gran escala y muchos gobiernos, incluyendo el de los Estados Unidos, se preocupan de que estas pandillas puedan convertirse en una amenaza para su seguridad nacional; en algunos países ya son vistos como una amenaza. Una combinación de medidas han sido emprendidas para tratar de resolver el problema y han tomado la forma de políticas de tolerancia cero, programas de rehabilitación, y en casos extremos, ejecuciones extrajudiciales. Este documento analizará la evolución de dichas pandillas, cómo operan, dónde se localizan, con quiénes operan y cómo funcionan sin una jerarquía definida. Parte de este trabajo será dedicado a la inmigración y el desplazamiento de las pandillas transnacionales. También examinará la cooperación transfronteriza entre los Estados Unidos, México y Centroamérica en cuanto viene al asunto de las pandillas transnacionales |
| English abstract | In recent years, many Latin American countries have seen a wave of violence. This violence has been caused by several groups, some of which operate at a transnational and Central America. These groups have evolved dramatically and some have established sophisticated and organized networks. These have been the cause of social disruption on a large scale and many governments, including the United States, are concerned that the gangs could become a threat to their national security; in some countries and are seen as a threat. Combinations of measures have been taken to address the problem and have taken the form of zero tolerance policies, rehabilitation programs, and in extreme cases, extrajudicial executions. This paper analyzes the evolution of such gangs, how they operate, where they are located, who they work with and how they operate without a defined hierarchy. Part of this work will be devoted to immigration and the movement of transnational gangs. Also consider cross-border cooperation between the United States, Mexico and Central America as is the issue of transnational gangs |
