| Spanish abstract | Este artículo analiza las dificultades por las que atravesó la Diputación Provincial de México para pagar los gastos de la representación política en el primer Congreso Constituyente mexicano. En él se propone que fueron la crisis económica y la parálisis administrativa las razones que explican el fracaso del primer intento de construcción de un Estado independiente. En ese contexto, el tema de las dietas se convirtió en uno más de los muchos asuntos que indispusieron los ánimos entre Agustín de Iturbide y el Congreso y se relacionó con otros de gran trascendencia en el proceso de construcción del Estado-nación, como fueron el sistema de representación política y el quórum del Congreso, es decir, con la legitimidad del poder legislativo. | English abstract | This article discusses the difficulties that arose in the Provincial Government of Mexico in paying for the expenses of political representation in the first Mexican Constituent Congress. It suggests that the economic crisis and administrative paralysis explain the failure of the first attempt to build an independent State. In this context, the issue of allowances became yet another of the many issues creating friction between Agustín de Iturbide and Congress. It was associated with other extremely important issues in the process of building the nation-State such as the system of political representation and the quorum of Congress, in other words, the legitimacy of the legislative branch.
