| Spanish abstract | El delito de extorsión en los últimos años ha cobrado relevancia para la sociedad, además de la que tiene en el ámbito policial e investigativo. La generación de ingresos económicos o en especies para las estructu - ras delincuenciales, particularmente para las pandi - llas/maras, así como las implicaciones en cuanto a peligrosidad y potencialidad, obligan a los organismos responsables de la seguridad pública al análisis y va - loración integral del fenómeno extorsivo. Ello significa examinar las modalidades para su ejecución, los fac - tores propiciadores y los escenarios delictivos; revisar el abordaje policial-fiscal, las implicaciones operati - vas, investigativas y judiciales de este, y los resultados alcanzados. Sin embargo, continúa siendo un desafío no solo institucional (para la Policía y la Fiscalía), sino que también para los actores clave y responsables de la toma de decisiones estratégicas de país |
| English abstract | During the last few years extortion has garnered a somber relevance for society as a whole, aside from the preponderance it already possessed from law en - forcement agents and criminal investigators. The gen - eration of income both in cash and in kind destined for criminal structures, particularly amongst gangs/ maras, as well as its implications concerning danger levels and future potential, have made the agencies re - sponsible of public security take a closer look at this crime and ensure there is a full comprehensive assess - ment made regarding the extortion phenomenon. The above, involved looking into this crime’s different forms of execution, existing enabling factors and the differ - ent criminal scenarios it fits into; reviewing how police and prosecutors address these offenses, all operative, investigative and legal implications, as well as the re - sults achieved in the fight against it. Nonetheless, ex - tortion remains a challenge, not only for the institu - tions involved (Police and the Prosecutor’s Office), but also for the key stakeholders and all those responsible of making strategic decisions for the country |
