Spanish abstract | Este artículo propone un análisis de las políticas sociales focalizadas dirigidas a la infancia en los sectores de la salud y la educación, implantadas en Chile entre 1973 y 2010. La transformación político-económica realizada en el país durante la dictadura militar y luego consolidada durante el periodo democrático introdujo nuevos mecanismos de acceso a derechos, configurando un modelo híbrido de Estado social residual-extendido, que instala la focalización como un mecanismo de justicia social. A través de una metodología cualitativa, se analizan las implicaciones sociopolíticas de dicha filosofía del bienestar. |
English abstract | This article seeks to analyze social policies targeting children in the health and education sectors, implemented in Chile between 1973 and 2010. The political-economic transformation that took place in the country during the military dictatorship and was subsequently consolidated during the democratic period introduced new mechanisms of access to rights, shaping a hybrid residual-extended social state model. This model introduced targeting as a mechanism of social justice. Through a qualitative methodology, the article analyzes the sociopolitical implications of this welfare philosophy. |
