Spanish abstract | Este trabajo aborda la descentralización educativa y la modernización del Estado durante los tres primeros años del gobierno de Carlos Salinas de Gortari en los ámbitos burocrático-institucional y político-sindical. En el primero se analiza el significado de la descentralización dentro de la SEP a partir de los procesos de planificación educativa en los estados y la pugna institucional desatada en el proceso de reordenamiento del sistema de formación y actualización de docentes. El segundo estudia la descentralización como problema de reconstitución del poder político del SNTE dentro de un contexto de nuevas necesidades de legitimación y proyectos educativos |
English abstract | This article studies the descentralization of education in Mexico and the modernization of the State in the bureaucratic-institucional and political-unionistic spheres of action; the time-span is the first half of the six-year term of Carlos Salinas de Gortari as President. As to the first sphere, the author studies the impact of descentralization within the Ministry of Education from the point of view of the educational planning processes in the States, the institutional debate over restructuring the curriculum and upgrading the teachers' competency. As to the second, he discusses descentralization as a conflict of political power recovery by the National Teachers Union (SNTE) within a context o new requirements in legitimacy and educational projects |
