Spanish abstract | En este artículo, y siguiendo con la perspectiva de análisis propuesta en la publicación del PNUD (2011) “Estado de Ciudadanía: logros y desafíos del Estado en América Latina, se aplica el Índice de Ciudadanía Social (ICS)” de manera desagregada por estados en Brasil. De esta manera se logra comparar la evolución en materia social por una década en Brasil. El punto de partida del artículo es que a mayores niveles de ciudadanía social mejor y más cohesión social y, por lo tanto, mejor calidad de la democracia. La ciudadanía social es entendida aquí como parte indivisible de la Democracia permitiendo que la igualdad jurídica se ponga en práctica a través de la acción dirigida del Estado |
English abstract | In this paper, following the analytical approach proposed in the publication of the UNDP (2011) “Citizenship’s State: achievements and challenges of the state in Latin America, the Index of Social Citizenship (ICS)” is applied disaggregated by states in Brazil. Tus is compared the evolution achieved in terms of social legislation in one decade in Brazil. Te paper starts from the hypothesis that higher levels of social citizenship, better and more social cohesion and, therefore better quality of democracy. Social citizenship is understood here as an indivisible part of democracy, that allow the legal equality implementation through the targeted action by the State |
