| Spanish abstract | A partir de los resultados educativos del Consejo Nacional de Fomento Educativo (CONAFE) y de estudios de carácter empírico acerca de él, se establece un ejercicio de análisis por medio de la Teoría de restricciones y el modelo CIPP, y se sugiere intervenir por el flanco más débil del sistema educativo nacional para mejorar significativamente su desempeño. Para ello se construye un mapa de los contextos, los recursos, los procesos y los resultados, y se identifican los ámbitos de restricción con los que opera el Consejo, entre los más graves, el origen contextual de sus alumnos; la baja escolaridad de las madres de familia, en quienes recae el apoyo familiar a los estudiantes y el subsidio al alojamiento y la alimentación de los instructores comunitarios (IC), situación agravada por restricciones propias del modelo de operación del Consejo, tales como la reducción de 77% en su presupuesto entre 2011 y 2014, la remuneración, condiciones laborales, de seguridad, de escolaridad y capacitación continua de los IC, así como aquellas propias de los materiales educativos. | English abstract | An exercise of analysis is established by means of the theory of constraints and the CIPP model, on the basis of the educational outcomes of the National Council for Educational Fomentation (CONAFE) and empirical studies about it. The analysis suggests an intervention in the CONAFE, the weakest point of the national educational system, in order to improve its performance. A map of the contexts, resources, processes and outcomes is built, and the areas of restriction of the Council, identified. Among the most severe restrictions are the contextual origin of its students; the low educational level of their mothers, who bear with the family support to the student and subsidy the housing and the feeding of the community instructors (CI); the reduction of 77% in its budget from 2011 to 2014; the remuneration, working conditions, safety, schooling and continuous training of the IC, as well as those specific to educational materials. Alternatives to overcome these restrictions are suggested |
