Spanish abstract Pronunciamiento institucional a 50 años de actividad académica y de sustento científico al análisis, evaluación y formulación de políticas educacionales, que pone de manifiesto una de las orientaciones medulares de la labor indagatoria del Centro de Estudios Educativos (CEE), centrada en la escuela, el aula, los procesos presentes en ellas y los responsables directos de ellos, quienes, junto con las autoridades educativas, constituyen el sistema educativo mexicano. Recoge las concepciones que el Centro ha configurado sobre los fines de la educación en distintas épocas y establece su postura actual de cara a las funciones política, económica y cultural de la educación, así como su propuesta para generar un consenso, organizar las responsabilidades de todos los integrantes del sistema, orientar razonablemente la experiencia y los recursos disponibles para mejorar la calidad educativa, y evaluar no solo a docentes y alumnos sino a todos los responsables del sistema, para construir el país que los mexicanos queremos en un nuevo orden global de cooperación y concordia
English abstract Institutional pronouncement, on the 50th anniversary of the Center for Educational Studies (Centro de Estudios Educativos, CEE), whose academic activity and scientific support to the analysis, evaluation and design of educational policies has demonstrated that one of its main research topics is oriented to: schools, classrooms, and the educational processes that occur in these learning spaces; along with the personnel directly responsible for these processes, and the authorities of the education national and state ministries, who, together, constitute the Mexican education system. This statement synthesizes the evolving conceptions which the Center has built about the goals of education during the several epochs of its history. Finally, it establishes its position on the political, economic and cultural functions of education, as well as its proposal in order to: a) construct a consensus, organize the responsibility of all the members of the educational system; b) reasonably orient the experience and available resources of this system so as to improve its quality; c) assess not only the teachers and students, but also the other actors who are also responsible of the system’s operation; as means for the construction of the country that Mexicans desire, in cooperation and harmony with the global village
