| English abstract | This text identifies continuities and changes in the Brazilian social protection system during the Lula Government (2003-2006). It analyzes the expectations following the re-election of the president, the criticisms made of his government and then identifies the changes that occurred and those necessary in its trajectory. Conducting a review of the Lula Government is not an easy task, for a number of reasons. These include the disappointment of some intellectuals in light of their frustration as current or former members or sympathizers of the Workers Party (PT), the president's party; the risk of mistakes in the analysis and their consequent use by those who have personal, professional and social plans and space available to exploit the issue. | Portuguese abstract | Este texto identifica continuidades e mudanças no sistema de proteção social brasileiro durante o governo Lula (2003-2006). Aborda as expectativas decorrentes da reeleição do atual presidente, as críticas realizadas ao seu governo e, na seqüência, identifica as mudanças ocorridas em seu trajeto. Não é tarefa fácil a realização de um balanço do governo Lula, por diversas razões, dentre as quais destacam-se o constrangimento de alguns intelectuais em face da frustração em que se encontram por serem e/ou terem sido membros ou simpatizantes do Partido dos Trabalhadores, partido do presidente, e o risco de equívocos na análise e sua conseqüente utilização por aqueles que possuem outros projetos pessoais, profissionais e societários e dispõem do espaço disponível para o desenvolvimento da temática.
