| Spanish abstract | Este artículo analiza la relación entre estrategias y presupuesto. Se presenta la discusión teórica sobre si es posible que los organismos públicos puedan utilizar el presupuesto como instrumento para implementar estrategias y su forma de hacerlo. Utilizando el caso del Servicio de Impuestos Internos se evidencia la alineación exitosa de estrategias con el presupuesto de esta organización. Sus dos grandes estrategias, correspondientes a tecnologías de información y recursos humanos demuestran una estrecha relación con sus respectivos presupuestos durante los respectivos años de implementación. Se concluye que los directivos públicos deben vincular sus presupuestos con las estrategias a implementar aun cuando los presupuestos tengan un periodo de vigencia y ejecución anual |
| English abstract | This article analyzes the relationship between strategies and budget. It presents the theoretical discussion regarding the possibility that Public Agencies may use the budget as a means of implementing strategies, as well as the way to do it. The article takes the case of the Servicio de Impuestos Internos, which shows a successful alignment of this organization’s strategies and its budget. Its two major strategies -information technology and human resources- show a close link with their respective budgets during the corresponding years of implementation. It concludes that the public managers should link their budgets to the strategies to be implemented, even though budgets have a yearly period of validity and implementation |
