| Spanish abstract | Se analiza la gestión del sistema educativo peruano, a partir del caso de la alfabetización inicial en las áreas curriculares de Comunicación y Matemática, en el primer ciclo de la Educación Básica Regular. El autor sostiene que las propuestas con que se abordan los problemas educativos revelan cómo opera el modelo neoliberal dentro de la burocracia ministerial y sus limitaciones para resolverlos. De esta manera, concluye que el régimen de verdad construido desde el neoliberalismo en la educación instala una perspectiva de gestión que ofrece calidad, eficiencia y modernización. | English abstract | The management of the Peruvian educational system is analyzed, starting from the case of initial literacy in the curricular areas of Communication and Mathematics, in the first cycle of Regular Basic Education. The author argues that the proposals that address educational problems reveal how the neoliberal model operates within the ministerial bureaucracy and its limitations in solving them. Thus, it explores three ministerial administrations and their ways of approaching improvement in the aforementioned curricular areas. In this way, he concludes that the truth regime (Foucault, 1992) built from neoliberalism in education installs a management perspective that offers quality, efficiency and modernization. However, this promise does not live up to its own benchmarks and guiding principles; leaving unsolved the problems he claims to face |
