| Spanish abstract | Este trabajo analiza el vínculo que se genera en Chile entre el Estado y las organizaciones civiles en las políticas sociales que apuntan a mejorar las condiciones de vida de la niñez con discapacidad. Busca responder en qué contexto se genera este vínculo y cuáles son los elementos que dentro de él son prioritarios, en términos de su aporte a la integración social de este grupo vulnerable. Metodológicamente, combina herramientas cualitativas y cuantitativas, integrando el análisis del contenido, presente en el relato de informantes claves en políticas de infancia con discapacidad y vínculo público-privado, con instrumental cuantitativo, por medio de la metodología multicriterio AHP. Esta integración metodológica posibilita dar cuenta del contexto del vínculo y sus elementos constitutivos a nivel de dimensiones y componentes. A su vez, permite determinar cuantitativamente las prioridades de estos elementos, en relación con su contribución al objetivo de integración social de la niñez con discapacidad. Algunas conclusiones de esta investigación son que este vínculo se genera dentro de un escenario configurado por una dimensión institucional (entendida como al marco regulatorio formal e informal dentro del cual se produce el acercamiento público-privado); una dimensión organizacional (referida al conjunto de recursos organizacionales con que cuentan tanto el Estado, como las organizaciones civiles, y que ponen al servicio de las iniciativas de política social orientada a su integración); y una de tipo financiera (entendida como el conjunto de recursos económicos, públicos y privados, que sostienen las iniciativas). Estas dimensiones, presentan prioridades relativamente similares, en términos de la integración social de la niñez con discapacidad. | English abstract | This work analyzes the link being generated between State and civil society organizations around social policies aimed at improving the quality of life of children with disabilities. It considers the context in which this link is being generated and the elements within that are recognized as priorities in terms of contributing to the social integration of this vulnerable group. Methodologically, the study combines qualitative and quantitative tools, integrating the analysis of the present content and key sources on policies for children with disabilities and the public-private link, considered with quantitative instrument by means of the multi-criteria AHP methodology. This methodological integration allows taking account of the context of the public-private link and its constitutive elements at the level of dimensions and components. In turn, it allows for quantitatively determining the priorities of these elements in relation to their contribution to the objective of the social integration of children with disabilities. Among the conclusions of this research is that this link is generated within a scenario configured by an institutional dimension (understood as the formal and informal regulatory framework in which the public-private approach develops); an organizational dimension (referring to the organizational resources of the State and the civil society put to the service of social policy aimed at integration of disabled children); and of a financial type (understood as the set of public ad private economic resources that support the initiative). These dimensions present relatively similar priorities in terms of the social integration of children with disabilities. As well, each of these is made up of different elements with specific priorities in relation to the goal of integration.
