| English abstract | The notion of open government has been established in representative democracies since the 70s of the XXst century. However, the greater access to public and political information by civil society has been applied asymmetrically, placing great emphasis on the legal framework but little on the moral framework. This study aims to analyse the conception of open government and its main problems from a political and philosophical point of view. Among these we highlight some contradictions in the laws of transparency in the Spanish and European panorama; the type of information that is transmitted; and the conception of civil society that should promote a greater culture of transparency in an ethical sense |
| Portuguese abstract | La noción de gobierno abierto se ha ido instaurando en las democracias representativas desde los años 70 del siglo XX. Sin embargo, el mayor acceso a la información de carácter público y político por parte de la sociedad civil se ha aplicado de forma asimétrica, haciendo mucho hincapié en el marco legal pero poco en el marco moral. El objetivo de este estudio es analizar desde el punto de vista de la filosofía política la concepción de open government y sus principales problemáticas. Entre ellas se destacarán algunas contradicciones en las leyes de transparencia en el panorama español y en el europeo; el tipo de información que se transmite; y la concepción de sociedad civil que debería promover una mayor cultura de la transparencia en sentido ético |
