| Spanish abstract | A lo largo de la historia, se puede analizar que México ha sido una nación obstaculizada para desarrollar su Poder Marítimo en dos vertientes: 1.- Por la naturaleza propia de su historia, en donde los intereses de otras naciones preocupadas por su desarrollo nacional y con experiencia y conocimiento del empleo del mar y sus rutas de navegación, han contribuido para afectar a nuestro país y orillado al letargo y carencia de capacidades para explotar el Poder Marítimo y 2.- Por la falta de voluntad y carencia de conciencia marítima en el potencial que representa esa suma de interés marítimos y capacidades navales para contribuir al desarrollo nacional y esto verse reflejado en beneficios a la población. La presente investigación no pretende focalizar el pasado y buscar excusas antañas por la situación actual del país, sino aportar información que contribuya a desarrollar una Política Marítima Nacional viable que considere de manera holística los factores componentes del poder nacional y contribuya al desarrollo nacional |
| English abstract | Throughout history, it can be analyzed that Mexico has been a nation hindered to develop its Maritime Power in two aspects: 1.- Due to the nature of its history, where the interests of other nations concerned about its national development and with experience and knowledge of the use of the sea and its navigation routes, have contributed to affect our country and bordered on lethargy and lack of capacities to exploit the Maritime Power and 2.- Due to the lack of will and lack of maritime awareness in the potential that represents that sum of maritime interest and naval capabilities to contribute to national development and this be reflected in benefits to the population. The present investigation does not intend to focus on the past and to look for old excuses for the current situation of the country, but to contribute information that contributes to developing a viable National Maritime Policy that considers in a holistic way the component factors of the National Power and contributes to the National Development |
