| English abstract | The article aims to analyze the effects of fiscal policy on tax waivers in the formation of the public fund of the State of Piauí in the 2015-2018 quadrennium. For that, it carried out a documentary research on the websites of the Piauí State Finance Department and the Piauí State Planning Department. The datawere extracted from the State General Balance Sheets, Budget Guidelines Laws and the annexes of the Annual Budget Laws for that period, in addition to information required by the Ombudsman of SEFAZ-PI, and TCE-PI and the General Ombudsman of the State of Piauí (OGE -PI), based on the Access to Information Act (LAI). It is concluded that in 04 years there was an amount of more than R$ 2 billion in waivers, reducing the amount of revenue and the possibility of autonomously financing public policies, especially social policies of the State of Piauí |
| Portuguese abstract | O artigo tem como objetivoanalisar os efeitos da política fiscal de renúncias tributárias na formação do fundo público do Estado do Piauí no quadriênio 2015-2018. Para tanto, realiza uma pesquisa documental nos sítios eletrônicos da Secretaria da Fazenda do Estado do Piauí e da Secretaria de Planejamento do Estado do Piauí. Os dados foram extraídos dos Balanços Gerais do Estado, das Leis de Diretrizes Orçamentárias e dos anexos das Leis Orçamentárias Anuais do referido período, além de informações requeridas nas Ouvidorias da SEFAZ-PI, e TCE-PI e Ouvidoria Geral do Estado do Piauí (OGE-PI), com base na Lei de acesso à informação (LAI). Conclui que em 04 anos houve um montante de mais de R$ 2 bilhões de renúncias, reduzindo a quantidade de receitas e a possibilidade de financiamento de forma autônoma das políticas públicas, em especial das políticas sociais do Estado do Piauí |
