| Spanish abstract | La reforma a la Constitución colombiana de 1936, introdujo a la legislación una serie de disposiciones de carácter socializante y modernizador, que permitió la transformación de un Estado que aparentaba estar anclado a las disposiciones conservadoras. Sin embargo, estas reformas se encuadraban en un movimiento político de carácter occidental, que propugnaba por un Constitucionalismo Social, que virara hacia tendencias socialdemócratas. Este artículo, se pregunta por variables tales como los derechos sociales, la modernización y la intervención estatal desde los discursos presidenciales y legislativos, que se dieron en el marco de las reformas, y además indaga por su carácter universal, cosa que alejaría las visiones exclusivamente nacionales que se le ha dado al tema. Sobre ellas realiza un contraste que permite observar y analizar la profundidad del debate que vivió el país durante los años de la “República Liberal” |
| English abstract | The reform to the Colombian Constitution of 1936, introduced into the legislation a series of socializing and modernizing provisionsthat allowed the transformation of a State that appearedto be anchored to the conservative provisions. However, these reforms were part of a political movement of a Western naturet, which advocated a social constitutionalism that would turn towards social democratic tendencies. This article asks about variables such as social rights, modernization and state intervention from the presidential and legislative speeches which were given within the framework of the reforms, and also investigates about its universal character, which would move away the exclusively national visions that have been given to the subject. On them, it makes a contrast that allows us to observe and analyze the depth of the debate that the country experienced during the years of the “Liberal Republic” |
