| English abstract | This work analyses whether the local productive arrangement (APL) named Metal-mecânico Automotivo da Serra Gaúcha (APLMMA) can be considered an innovation system. Concepts of innovation, innovation system and local productive arrangements are addressed. The history of the APLMMA and its current structure are recovered, trying to relate them with theory. The research was carried out through a single case study by using mainly document research and participant observation. Results show that it is necessary to have more cooperation among the involved actors, especially government, educational institutions and companies |
| Portuguese abstract | O presente artigo analisa se o Arranjo Produtivo Local Metalmecânico Automotivo da Serra Gaúcha (APLMMA) pode ser considerado um sistema de inovação. Resgatam-se alguns conceitos de inovação, sistema de inovação e arranjos produtivos locais. Descreve-se a história do APLMMA e sua constituição atual buscando relacioná-las com a teoria. O método utilizado é o estudo de caso, principalmente através de pesquisa documental e observação participante. Os resultados apontam para a necessidade de uma maior cooperação dos atores sociais, principalmente governo, instituições de ensino e base produtiva |
