| Spanish abstract | A pesar de los persistentes fenómenos de violencia, Colombia ha sido y sigue siendo uno de los países más estables en términos económicos, políticos e institucionales en América Latina. Sin embargo, superar la violencia sigue siendo uno de sus principales retos hacia el futuro inmediato. Luego de cerca de 40 años de intentos infructuosos para recuperar la seguridad interna, el Estado colombiano ha podido estructurar y ejecutar una política consistente y sólida de paz y seguridad que le está permitiendo recuperar la soberanía sobre su territorio, debilitar a los grupos armados ilegales y garantizar el ejercicio libre de los derechos ciudadanos. Esa política de Seguridad Democrática se ha basado en el fortalecimiento y la modernización de las Fuerzas Militares y de la Policía Nacional, la adecuación de la legislación a los requerimientos de la seguridad, la colaboración ciudadana con las autoridades, el fortalecimiento de la justicia, y una mayor presencia institucional del Estado en las zonas de conflicto. La desmovilización de los grupos paramilitares ha sido un avance importante en la recuperación de la seguridad, y el inicio de diálogos con el ELN podría llevar a su desmovilización en los próximos años. Uno de los retos más importantes y más difíciles es lograr un acuerdo de paz con las FARC, que han sido sustancialmente debilitadas en los últimos años. | English abstract | In spite of the persistent phenomena of violence, Colombia has been and continues being one of the most stable countries in economic and political and institutional terms in Latin America. Yet, to overcome violence is still one of its main challenges for it immediate future. After almost 40 years of fruitless efforts to recover internal security, the Colombian state has been able to structure and execute a consistent and solid policy of peace and security which now allows it to recover its sovereignty over its territory, to weaken illegal armed groups and to guarantee the free exercise of its citizens' rights. This Democratic Security policy is based on the strengthening and modernization of its Military Forces and of the National Police; the adaptation of the laws to the requirements of security; the collaboration of the citizens with the authorities; the strengthening of the judicial power; and a wider institutional presence of the state in conflict zones. The demobilization of paramilitary groups has been an important advancement to recover security, and the beginning of talks with ELN could lead to their demobilization in the coming years. One of the most important and difficult challenges is to reach a peace agreement with FARC, which have been substantially weakened in the last years. Overcoming violence will give Colombia a vigorous push towards its economic and social development |
