English abstract | This research attempts to identify the sources of technical inefficiency of family farming in the Lower Açu Irrigation Project-RN. To evaluate the efficiency of farmers, the Data Envelopment Analysis model (DEA-V, DEA-C) and the Free Disposal Hull model (FDH) were used. The results show that, regarding the different suppositions of the models employed, the efficiency of the farmers was low. With the supposition of the constant return rate, just 6.7% were efficient, with variable return rates of 24%, and free disposal of resources rate of 54.7%. The farmers were inefficient because they did not achieve greater levels of production with greater levels of input. To reduce the inefficiency of these family farmers, some policies should be adopted. Firstly, farmers should be given incentive to stay on their lots, avoiding the high rate of rotation that occurs when those who were originally selected pass on their lots to others. Secondly, the number of farmers trained in systems of irrigation should be increased. Thirdly, increased participation by the farmers in rural credit programs should be encouraged. Besides these, other policies should be mentioned, among them improvement of technical assistance, increasing the number of agricultural technicians, so that a greater number of farmers may be served |
Portuguese abstract | Busca identificar as fontes da ineficiência técnica da agricultura familiar no Projeto de Irrigação do Baixo Açu (RN). Para isso, usaos modelos de envoltória de dados, Data Envelopament Analysis (DEA-C, DEA-V) e o modelo Free Disposal Hull (FDH). Os resultados mostram que, sob as diferentes suposições dos modelos utilizados, a eficiência dos agricultores é baixa. Com a suposição de retornos constantes de escala, apenas 6,7% foram eficientes; com retornos variáveis de escala, 24%; e com livre descarte de recursos, 54,7%. Para reduzir a ineficiência desses agricultores familiares, sugere, dentre outras, as seguintes políticas: estímulo à permanência dos agricultores nos seus lotes, evitando-se a alta rotatividade; ampliação do número de agricultores treinados com sistemas de irrigação; e estímulo a uma maior participação dos agricultores no crédito rural |
