| English abstract | This paper shows the fiscal situation of the public sector in the Northeastern Region of Brazil. When it comes to fiscal imbalance of the states, the first idea that comes to mind, for most citizens, legislators and policymakers is the relation between the revenue and the expenditure of the states. This text attempts to show that evenwhen revenues (taxes) exceed expenditures, there may be fiscal imbalance. The main idea is that this imbalance may not be obvious. It happens because even though the states may have fiscal discipline (balanced budget), the states do not have adequate resources to fulfill their primary roles, such as allocative and redistributive functions. Sowe try to answer if there is a deficiency in public finance of the northeastern states that undermine the opportunities for the development of the Northeastern Region of Brazil and if it is a necessary the allocation of federal resources in the Northeast in order to implement development policies and the economic integration |
| Portuguese abstract | Este texto é uma reflexão sobre a situação fiscal do setor público nos estados da região Nordeste. Quando se fala em desequilíbrio fiscal dos estados, a primeira ideia que vem à mente, para a maioria dos cidadãos, legisladores e governantes é a relação entre receita e despesas das unidades federativas. Este texto tenta mostrar que, mesmo quando as receitas excedem as despesas, pode haver desequilíbrio fiscal. A ideia é que ainda que este desequilíbrio não seja evidente, pois os estados podem ter disciplina fiscal, o desequilíbrio está presente porque os estados não dispõem de recursos adequados para cumprir seus papéis primordiais no exercício de suas funções alocativas e redistributivas. Assim, busca-se responder se existe deficiência nas finanças públicas dos estados nordestinos que minam as oportunidades para o desenvolvimento do Nordeste e se é uma necessidade a alocação de recursos federais na região Nordeste para que se viabilize a integração econômica desta área e a implementação de políticas de desenvolvimento |
