| English abstract | The end of Cold War, and the ‘disorder’ of international political system that it entailed promoved the emergence of international non-state actors – called transnational- that modified current typology of threats and risks. This brought a rethinking of states security. This new scenario and challenges make it necessary to act in an integral and multilateral manner.
