| Spanish abstract | Con la finalidad de abonar a la reivindicación del derecho a la vivienda desde la habitabilidad, en este artículo se señalan en una primera parte, los sesgos entre las declaratorias y marcos regulatorios internacionales y la acción habitacional en Latinoamérica, y se hace particular análisis del caso del Estado mexicano, uno de los países donde las empresas inmobiliarias han tomado un rol central en la promoción y producción masiva de vivienda, concibiéndola más como una mercancía, que como una morada con las condiciones adecuadas y aceptables de habitabilidad. En una segunda parte, se desglosa analíticamente el concepto de habitabilidad de la vivienda en sus partes constitutivas y, se concluye que, para hacer efectivo el derecho a la vivienda es necesario integrarlo a las iniciativas prácticas y apoyarlo desde políticas públicas conexas que puedan integrar a las distintas dimensiones de la habitabilidad; las físicas materiales de la infraestructura, equipamientos y servicios; las dimensiones funcionales y multiescalares del entorno urbano; las dimensiones ambientales y del entorno natural; y las relacionadas con la satisfacción de los habitantes. Se finaliza destacando que la teoría y la práctica del derecho a la vivienda se enmarcan en las relaciones entre desarrolladores inmobiliarios y tomadores de decisiones, en tanto que no se reconocen las prácticas de los habitantes que luchan día con día por ejercer sus derechos |
| English abstract | In the aim of contributing to the vindication of the right to housing from the habitability approach, this article analyses in a first part the gaps between the international declarations and regulatory frameworks and, the housing action in the region of Latin America. A particular analysis of the Mexican State case is presented, a country where real estate companies have taken a central role in the promotion and mass production of housing; conceiving it more as a commodity than as a home with adequate and acceptable conditions of habitability. In a second part, the concept of habitability and in its forming parts are analyzed; reflecting that, in order to implement the right to housing, it is necessary to link it to both, habitability practical initiatives and the habitability dimensions. Habitability is an approach that integrates diverse perspectives, the physical one, related to infrastructure, equipment and services; the functional and multiscale dimension that includes the link between housing and the urban context; the natural dimension that relates housing with environmental variables; and the dimension related to the satisfaction of the inhabitants. It concludes by highlighting that theory and practice of the right to housing are embedded in the relationships between private housing developers and decision makers, leaving behind to the day to day inhabitants’ practices that struggle to fulfill their right to housing |
