| Spanish abstract | El propósito de este trabajo es ayudar a dilucidar la confusión existente para conceptualizar seguridad y defensa, circunstancias que impactan en la elaboración de planes de estudio y enseñanza de estas materias; asimismo, fijar una posición respecto de dichos conceptos. En efecto, una de las razones, en el ámbito teórico de dicha dificultad, consiste en la existencia de una zona gris entre ambas provocada por diversas razones. La dificultad teórica tiene implicancias prácticas que repercuten en la planificación de seguridad que pierde su característica primordial que es ser clara, precisa y concisa. Para cumplir con el objetivo propuesto, se relaciona democracia y seguridad y luego se establece las diferencias entre seguridad y defensa. Se continúa con el análisis de la seguridad real y la que se percibe; y la misma como efecto y condición, para luego concluir que la seguridad nacional integra a las sectoriales y es vital para la supervivencia del Estado y sus individuos, mientras que la seguridad ciudadana se orienta a los individuos y no debe ser confundida con la Seguridad Nacional, que la defensa es una seguridad sectorial más, y que los gobernantes deben ser conscientes de que habrá un espacio entre lo que se vive o la seguridad objetiva y lo que la gente cree vivir |
| English abstract | The purpose of this essay is to assist to make clear the current confusion when conceptualizing Security and Defense, a fact that impacts the production of educational plans and programs in this issues, taking at the same time a position regarding these concepts. In fact, one of the reasons in the theoretical arena of this difficulty is the existence of a grey zone between each of them, that impacts the security planning process that somehow looses its most important feature, that is, to be clear, precise and focused. To achieve this objective, a relationship between democracy and security is settled, and then differences between both of them will be established. After that, an analysis between “real security” and the one perceived, as well as between effects and conditions will be done in order to conclude that National Security integrates the different sectors’ securities and is vital for the prevailing of the State and its citizens, while citizen security is oriented toward the individuals and must not be confused with National Security. Also, that Defense is another sector of Security, and finally that governments must understood that there will be an space between the current situation or objective security and the perception of how the people believe to live |
