| Spanish abstract | Los principales esquemas de seguridad internacional vigentes en las Américas son el sistema universal de la Organización de Naciones Unidas (ONU) y el sistema interamericano creado bajo el paraguas de la Organización de Estados Americanos (OEA). El mecanismo que más influencia ha tenido paliando crisis en el continente y promoviendo procesos de paz particularmente en Centroamérica y el Caribe, ha sido el de Naciones Unidas. Su influencia se ha extendido con eficacia desde la década del 80 y hasta nuestros días como ha quedado de manifiesto con los empeños puestos por solucionar la crisis humanitaria de Haití. Las operaciones de paz de Naciones Unidas ofrecen una importante oportunidad de colaboración diplomática para los Estados, y presentan desafíos significativos para el diseño de una política pública que oriente la participación de los tres componentes básicos de operaciones complejas y multidimensionales: civiles, policías y militares |
| English abstract | The main mechanisms for international security currently in effect in the Americas, derive their authority from the United Nations Organization and the Interamerican System developed and maintained by the OAS (Organization of American States). The United Nations has been the institution with the greatest and most positive influence in the resolution of significant internal conflicts and serious political crises among states –as well as promoting peace processes in Central America and the Caribbean Region. The UN influence has maintained its efficacy since the 1980’s persisting, for instance, in its efforts to resolve the human, social and political crisis in Haiti. The UN Peace Operations offer an important opportunity for states to collaborate diplomatically, while at the same time, present big challenges to design public policies that will set proper guidance to the engagement of the three basic components of complex and multidimensional operations: the military, police forces and civilians |
