| English abstract | The purpose of this paper is to reveal the importance of social constructions in the judgement of corruption. The recent economically-focused literature neglects such constructions and thus underdetermines the results of corruption. The way in which incentives are arranged, for instance, and the meaning they acquire for actors depend greatly on social, cultural and historical aspects. In fact, only by considering such aspects can we define more precisely many of the elements involved in corruption, such as bribery, extorsion, embezzlement, corrupt individuals, public duties, integrity, etc. And it is also because of these aspects that the corrupt activity can be “neutralized”, that is, justified so as not to constitute moral violation. This article sketches some sociological arguments about corruption, analysing exchanges within dyads and between individuals and organizations, the role of relative social status in corruption, patron-client relations, particularistic corruption, conflicts of interests and the role of ideology. | Portuguese abstract | Este artigo tem por objetivo demonstrar a importância das construções sociais no julgamento da corrupção. A literatura recente, de enfoque econômico, negligencia estas construções e acaba subdeterminando os resultados da corrupção. A maneira como os incentivos são arranjados, por exemplo, e o significado que tomam para os atores dependem em grande parte de aspectos sociais, culturais e históricos. De fato, apenas considerando- se estes aspectos é que se podem definir com maior precisão vários dos elementos envolvidos na corrupção, como suborno, extorsão, desfalque, indivíduos corruptos, deveres públicos, integridade, etc. E é também em função destes aspectos que a ação corrupta pode ser “neutralizada”, ou seja, justificada de modo a não constituir uma violação. Este artigo esboça alguns debates sociológicos sobre corrupção, analisando trocas entre díades, e entre indivíduos e organizações, o papel do status social relativo na corrupção, relações patrão-cliente, corrupção particularizada, conflitos de interesses e o papel da ideologia |
