| Spanish abstract | El trabajo constituye un intento de comprensión del régimen populista de Hugo Chávez en los últimos tres años. Nuestra hipótesis es que, tanto su victoria en el referéndum revocatorio de agosto de 2004 como en las elecciones de 2006, han allanado el camino para que el Presidente consolide su hegemonía en todos sus órdenes de la vida nacional. Es éste el sentido que tienen los “cinco motores constituyentes”, cuyo funcionamiento impulsará el socialismo del siglo XXI, según éste ha indicado. Esta estrategia traduce la voluntad del Gobierno, y en particular de Chávez, de reconcentrar el poder en manos del Ejecutivo, profundizando la naturaleza autoritaria del régimen, colocando en riesgo la democracia venezolana |
| English abstract | This work intends to understand Hugo Chávez’s populist regime over the last three years. Our hypothesis is based on our belief that his victorious outcome in both the recall referendum of August 2004 and the 2006 presidential elections has paved the way for the President to consolidate his hegemony in all aspects of national life. This is the underlying meaning of the “five constituent engines” which are aimed at fueling XXI-century socialism, according to Chávez. This strategy translates the intention of government, specifically Chávez, to re-concentrate power in the executive branch of government, thus furthering the authoritarian nature of his government and placing Venezuelan democracy at risk |
