| English abstract | The actual change on the health graduation courses determined by National Education Council on the national curricular guides to the university courses of dentistry require a extensive and profound discussion enveloping the social representatives from the university and from the public service, as well as from the rest of the society. The aim of this article is to report arguments based in bibliography revision, analyzing its historicity, legality and legitimacy. To this finality the epistemological approach was applied identifying it self as reference of the collective oral health by its generality and interdisciplinary, giving a critical look of this process, characterized by politics and socials influences. The development of the curricular guides put forward the necessity of a generalist dentist with paradoxical valorization of the Biological Sciences and a predominant technical approach in detriment of the social teaching, determining the several revisions provided by political and social processes, enveloping several social organizations and institutions. The legal documents quoted witch compose the curricular guides show up its legality have being produced by legal organizations ability to this purpose. And finally the legitimacy of the curricular guides is in the fact that represent the interest of the majority people enveloped in the health teaching process and its consequences to the health sector and to society |
| Portuguese abstract | O momento atual de mudança nos cursos de graduação da área da saúde determinado pelo Conselho Nacional de Educação nas Diretrizes Curriculares Nacionais para os Cursos Universitários requer uma extensa e profunda discussão envolvendo a universidade e o serviço de saúde, bem como o restante da sociedade. O propósito desse artigo é apresentar argumentos fundamentados na revisão da literatura, analisando a sua historicidade, legalidade e legitimidade. A abordagem epistemológica adotada identifica-se com o referencial da saúde bucal coletiva por sua generalidade e interdisciplinaridade, possibilitando um olhar crítico desse processo, caracterizado por determinantes políticos e sociais. A evolução histórica do currículo de odontologia aponta a necessidade de um dentista generalista com paradoxal valorização das Ciências Biológicas e do tecnicismo em detrimento da formação social, através de diversas reformas condicionadas por processos políticos e sociais, envolvendo diferentes organizações e instituições da sociedade. Os documentos legais citados que deram forma às diretrizes respaldam a sua legalidade tendo sido produzidos por órgãos juridicamente competentes para esse fim. E finalmente a legitimidade das Diretrizes está no fato de representarem os interesses da maioria dos sujeitos envolvidos no processo de ensino da área da saúde e nas suas conseqüências para o setor e para a sociedade |
