| Spanish abstract | El estudio buscó generar un discurso geográfico, desde la geografía política, histórica y administrativa, para contribuir al análisis objetivo de los conflictos limítrofes territoriales y de sus efectos sobre elementos articuladores de la gestión territorial, como son: el ordenamiento territorial, la asignación de recursos y el manejo fiscal, teniendo en cuenta que para que opere una entidad territorial debe contar con un territorio claro y objetivamente delimitado, principio que no cumplen algunos de los municipios y departamentos de Colombia. Para lograr el enfoque planteado se elaboró una síntesis retrospectiva (1886 a 2006) de la división territorial del país, para entender cómo es que hemos heredado los actuales límites y sus conflictos asociados, para caracterizar los conflictos y para construir la tipología de conflictos. Finalmente se plantean recomendaciones que exhortan a la formulación de una política de solución de conflictos limítrofes |
| English abstract | The study is intended to provide a geographical discourse, from the political, historical and administrative geography, to contribute to the objective analysis of the territorial boundary's conflicts and their effect on articulating elements of territorial management such as: planning, resources allocation and fiscal administration, taking into account that to operate a regional authority should have a clear and objectively defined territory, a principle that does not follow some of the municipalities and departments of Colombia. To achieve the proposed approach a retrospective synthesis (1886-2007) of the territorial division of the country was carried out, in order to understand how we inherited the current limits and associated conflicts, the conflicts' characterization and the conflicts typology's construction. Finally there were raised recommendations urging the formulation of a boundary conflicts policy's settlement |
