| Spanish abstract | En este artículo se comparan los comportamientos partidarios y ciudadanos en los referéndum y plebiscito respectivos de 1989 y 2009 en Uruguay, relativos a la derogación o anulación de artículos de la ley de amnistía, así como el inconcluso epílogo de este trámite. Ello permitirá apreciar un cambio en la fuerza-eje impulsora de las iniciativas ciudadanas en la materia. Mientras en 1989 el Frente Amplio (FA) asumió y promovió el referéndum derogatorio, en 2009 las organizaciones sociales ganaron la centralidad de la escena. En ese último año, la negativa y posterior apoyo a la campaña plebiscitaria, con prescindencia práctica de esta coalición, cuestionó el ámbito de gestión de las demandas relativas a los derechos humanos y la esencia ético-doctrinal de la izquierda partidaria. Aunque en 2010 el FA intentó retomar el liderazgo, fue golpeado por una polémica interna que derivó en desacatos frente al debate legislativo para neutralizar los efectos de la ley. De la resolución de esta brecha dependerá la configuración cívica, identitaria y quizá político-partidaria del Uruguay del siglo XXI |
| English abstract | Abstract This paper compares parties and citizen behavior in the referendum and plebiscite of 1989 and 2009 in Uruguay, concerning the derogation or repeal of articles of the amnesty law, as well as the unfinished epilogue of this process. This will allow us to observe a change in the axis-force that drives citizens' initiatives in the matter. While in 1989 the Frente Amplio (FA) assumed and promoted the derogatory referendum, in 2009 the social organizations won the centrality of the scene. In that last year the negative position and subsequent support for the plebiscite campaign by the partisan left. Its virtual absence from the coalition generates doubts about the management of the demands concerning human rights and the ethical-doctrinal nature of the partisan left. Although in 2010 the FA tried to resume leadership, it was weakened by an internal dispute that resulted in contempt towards the legislative debate to neutralize the effects of the act. The civic, identity and perhaps political configuration of the XXI century Uruguay will depend on the resolution of this gap |
