| Spanish abstract | El artículo presenta el diseño y puesta en práctica de una guía operativa para el control y evaluación de la microuniversidad, muestra la principal contradicción existente entre el carácter integrador del sistema de planificación y control del proceso de dirección y las manifestaciones de insuficiencias en el control y evaluación de las instituciones educativas. Se refiere, además, a su aplicación en cada nivel organizativo y la actuación coherente de los cuadros y funcionarios de dirección encargados de la formación inicial de los docentes en formación, a partir de la evaluación de los indicadores de eficiencias establecidos por el Ministerio de Educación.ABSTRACTThe operative guide for controling and evaluating the microuniversity is sustained in the theoretical-methodological foundations conceived for the Pedagogical Universalization Program, in the Circulate Letter Nº 4/2006. For its design and put into practice, several investigative methods and techniques were put into practice, among them can be found: interviews and surveys to administratives, professors and students, as well as the participation and control to systems of meetings and specialized visits, which revealed the existing contradiction between the integrative character of the system of planning and control to the process of direction and the manifestations of insufficiencies in the control and evaluation to the educational institutions. With its application, the articulation of the objectives in a dynamic way, the working priorities corresponding to each level of organization, and the coherent way of acting of administratives in charge of the initial formation of teachers to be are attained, taking into account the evaluation of the indicators of efficiency established by the Ministry of Education.KEY WORDS: microuniversity, operative guide |
