| Spanish abstract | La persistencia de la profunda crisis económica y financiera global hace necesario y urgente abordar el tema de la integración financiera regional, especialmente en dos grandes ejes: el primero, referido a aclarar la real naturaleza de la arquitectura financiera internacional y sus límites, así como su influencia en la gestación y propagación de la crisis; el segundo, en relación con uno de los aspectos críticos a abordar a escala regional: la expansión de los créditos a las personas y de los inversionistas institucionales. El interés y las demandas de los usuarios de los sistemas bancarios y financieros por un trato más equitativo y mayor transparencia y regulación deben ser incorporados en la agenda de la nueva gobernanza financiera regional |
| English abstract | The persistence of the deep global economic and financial crisis makes it necessary and urgent to tackle the subject of regional financial integration, especially on two great axes: the first, clarifying the real nature of the international financial architecture and its limits, as well as its influence in the gestation and spread of the crisis; the second, one of the critical aspects to tackle on a regional scale: the expansion of the credits to people and to institutional investors. Interest and the demands of users of banking and financial systems for a fairer deal and greater transparency and regulation must be incorporated into the agenda of the new regional financial governance.
