| Spanish abstract | Tras una primera presidencia que terminó en medio del caos hiperinflacionario y de una larga debacle durante los 90, la Alianza Popular Revolucionaria Americana (apra) volvió al gobierno de la mano de Alan García. Pero se trata de un partido y de un líder muy distintos a los del pasado. Debido a la necesidad de conquistar los votos de la derecha para ganar las elecciones y la urgencia por construir una coalición parlamentaria con los partidos conservadores, García dejó definitivamente atrás las invocaciones socialdemócratas que había esgrimido en otros momentos y lideró un gobierno económicamente ortodoxo y socialmente poco ambicioso. El contexto de alto crecimiento en el que llegó al poder reforzó esta tendencia conservadora. Y en buena medida explica el giro de García y del apra, de un voluntarismo exacerbado a un hiperrealismo sin ilusiones |
| English abstract | After a first presidency which ended with a hyperinflationary chaos and a decade condemned to the political wilderness, the American Revolutionary Popular Alliance (apra for its Spanish acronym) returned to the government with Alan García. However, both the leader and the party are very different from in the past. As a result of the need to win over the votes on the Right in order to win the elections, and the urgency of forming a parliamentary coalition with the conservative forces, García definitively abandoned those social democratic aspirations he had once embraced and has headed a government economically orthodox and with few social ambitions. The context of buoyant economic growth when he assumed the Presidency strengthened this conservative tendency. And to a large extent explains the shift of García and the APRA from an exacerbated voluntarism to a hyper-realism devoid of illusions |
