Spanish abstract | México y Estados Unidos tienen una relación histórica en la distribución política de sus aguas transfronterizas. No obstante, con la profundización e importancia del Tratado de Libre Comercio de América del Norte (TLCAN), emergen los sistemas acuíferos transfronterizos (SAT) como reservorios estratégicos en el proceso de la construcción de la seguridad hídrica de la frontera compartida por ambas naciones. Este trabajo examina el caso de Paso del Norte y los detalles relativos a la competencia por el acceso y apropiación del agua subterránea transfronteriza suscitada en las últimas décadas, a partir de procesos y mecanismos institucionales asimétricos que han derivado en tensiones políticas locales. Asimismo analiza las implicaciones y los retos que México debe asumir respecto a los vacíos legales e institucionales que regulan los SAT, y reflexiona sobre la pertinencia del diseño de una política hídrica soberana e interdependiente que fomente la cooperación en la distribución equitativa de las aguas subterráneas transfronterizas |
English abstract | Mexico and the United States have a historic relationship in the political distribution of their transborder water. Nevertheless, with the deepening and importance of the North American Free Trade Agreement (NAFTA), transborder aquifer systems emerge as strategic reservoirs in the process of building water security on the border shared by the two nations. This article examines the case of Paso del Norte and the details of the competition for access and appropriation of transborder groundwater in recent decades based on asymmetrical institutional processes and mechanisms that have led to local political tensions. It also analyzes the implications and challenges Mexico must take on regarding the legal and institutional vacuums regulating these systems and reflects on the importance of designing a sovereign, interdependent water policy to foster cooperation for equitable distribution of transborder groundwater |
