| English abstract | Security is embedded in the survival of the individual. Hobbes pointed out that the individual gives up his freedom to the state for security. The research objective was to systematise the importance of citizen security organisations (neighbourhood councils) in the fight against crime. According to the methodology, it was qualitative, basic and hermeneutic, for which 169 articles from indexed journals with projection in Latin America were searched under key terms: "citizen security", "neighbourhood councils" and "self-defence", selecting the fiftieth most relevant; the results showed that self-defence groups function in a disorganised manner or without an administrative and operational structure, with policies that do not attack the source of the problem. The conclusion was that the neighbourhood councils understand their community reality, due to the interaction they have with members of society; however, they do not have an established security policy |
| Spanish abstract | La seguridad está inmersa a la supervivencia de las personas. Hobbes señalaba que la persona cede su libertad al Estado por seguridad. En cuanto al objetivo de investigación fue analizar la importancia de las organizaciones de seguridad ciudadana (juntas vecinales) en su lucha contra la delincuencia. De acuerdo con la metodología, fue de enfoque cualitativo, básico y hermenéutico, para lo cual se buscó 169 artículos de revistas indexadas con proyección en Latinoamérica bajo términos clave: "seguridad ciudadana", "juntas vecinales" y "autodefensa", seleccionando las quince de mayor relevancia; cuyo resultado demostró que en los grupos de autodefensa funcionan desorganizadamente o sin una estructura administrativa y operacional, con políticas que no atacan la fuente del problema. La conclusión fue que las juntas vecinales comprenden su realidad comunitaria; debido a la interacción que tienen con los integrantes de la sociedad; sin embargo, no tiene una política de seguridad establecida. |
