| Spanish abstract | Desde un doble enfoque los Derechos Humanos aplican el campo de acción tanto para la identificación de conductas antisociales al reconocer su violación, como para la prevención social del delito. Dicho doble enfoque ofrece una perspectiva interesante en cuanto a visualizar al Estado cuando reconoce la esencia básica del ser humano, así como principalmente las normas que deben cumplir los servidores públicos; por otro lado, da a conocer la ausencia del Estado cuando ofrece una serie de Derechos a los que todos deberían tener acceso para su sano desarrollo, pero que no todos logran alcanzar |
| English abstract | From a double point of view, Human Rights as much apply to the battle area for the identification of antisocial conducts when recognizing its violation, like for the social prevention of the crime. This double approach offers an interesting perspective as far as visualizing to the State when it recognizes the basic essence of the human being, as well as mainly the norms that must fulfill the servants public; on the other hand, it presents the absence the State when it offers a series of Rights to which all must have access for their healthy development, but that all do not manage to reach |
