| Spanish abstract | Durante los últimos cincuenta años se ha vuelto una constante en nuestro país, que cada vez que ocurre una situación coyuntural donde predomine la excesiva crueldad, el derramamiento de sangre o la degradación del ser humano, resurja la necesidad de aumentar las penas. Tal respuesta estatal, más la creación de nuevos tipos penales, no reflejan verdaderas pautas de política criminal que determinen las causas reales de los grandes incrementos de la criminalidad y contrarresten los altos índices de impunidad reinantes en Colombia |
| English abstract | During the last fifty years the necessity of increasing the penalties has become in a constant in our country. It occurs each time that a situation where the excessive cruelty, bloodshed or the degradation of the human beings predominates. That state response, plus the creation of new types of punishments do not reflect a model of criminal politics to determine the real causes of the big increase of criminal cases and to thwart the high impunity rates in Colombia |
