| Spanish abstract | El ensayo se propone examinar como la Unión Monetaria Europea (UME) puede servir de impulso a un mayor crecimiento económico e identifica que cambios institucionales se requieren para favorecer este resultado. El ensayo sugiere que la UME ha creado oportunidades importantes para promover el crecimiento económico en el área, pero que estas oportunidades no pueden ser aprovechadas con los acuerdos institucionales que se subscribieron para precisamente hacer posible realizar la UME. El ensayo argumenta también que la formación de una Unión Política Europea (UPE) es necesaria para resolver este problema. Dicha UPE permitiría utilizar de manera efectiva la política fiscal, lo que al momento no puede hacerse en el área del Euro, debido a que se carece de una Autoridad Fiscal Europea. La creación de dicha UPE reforzaría, asimismo, el manejo de la política monetaria pues darla a la Autoridad Monetaria Europea una mayor legitimidad democrática. |
| English abstract | The essay tries to evaluate how the European Monetary Union can contribute to economic growth and which institutional changes can favour this result. It argues that the EMU has created the possibility of higher growth, which cannot be achieved owing to the institutional agreements which have been reached to realise the Union. The essay then argues that the formation of a European political union is necessary. This would restore the use of fiscal policy, which cannot at present be implemented in the Euro area owing to the lack of a European fiscal authority, and would strengthen the management of monetary policy by enhancing the democratic Legitimacy of the European monetary authority. |
