| English abstract | It deals with the conceptualization of regimes, as conceived in the studies of international relations, with important expression in the Anglo-Saxon literature, with some original and critical contributions of authors of continental Europe. The analysis of the concept of a political information system by Sandra Braman (2004a, 2006), which repositions questions of information in the field of politics, but not in its more formal institutional manifestations, is resumed. It highlights the role of regulatory mechanisms that operate without being fully inserted in the spheres of public and state policies. These are situations where new uses of computer technologies and digital networks generate regulatory gaps equivalent to those sometimes encountered in international relations, and which today affect different countries and regions at the global and local levels. This reconstruction of the uses of the concept of regime in international relations, political sciences and information science also exposes some aspects of the historical contexts of its formulation for reflection |
| Portuguese abstract | Trata da conceituação de regimes, tal como concebida nos estudos de relações internacionais, com importante expressão na literatura anglo-saxônica, com algumas contribuições originais e críticas de autores da Europa continental. É retomada a análise do conceito de regime de informação política de Sandra Braman (2004, 2006), que reposiciona questões de informação no campo da política, mas não em suas manifestações institucionais mais formais. Destaca o papel dos mecanismos regulatórios que operam sem estarem totalmente inseridos nas esferas das políticas públicas e estaduais. São situações em que novos usos de tecnologias computacionais e redes digitais geram vácuos regulatórios equivalentes aos encontrados por vezes nas relações internacionais, e que hoje afetam diferentes países e regiões nos níveis global e local. Essa reconstrução dos usos do conceito de regime nas relações internacionais, nas ciências políticas e na ciência da informação também expõe para reflexão alguns traços dos contextos históricos de sua formulação |
