| Spanish abstract | Existe mucho interés y abundantes estudios sobre la gestión pública, porque ésta constituye un espacio relacional que vincula a la sociedad con el gobierno. Sin embargo, en el análisis de la gestión no siempre se considera el contexto del régimen político en la que se inscribe, ni las expectativas de la ciudadanía a la que debe servir. En nuestro artículo, por el contrario, no omitimos esos dos aspectos fundamentales, y singularmente los consideramos al enfocarnos en el ámbito publiadministrativo de los municipios. Para ello se hace una revisión del fenómeno de reestructuración político-partidista de los gobiernos muni - cipales en el periodo de 1990 a 2012, observando si la agregación de intereses partidistas resultante de esa reestructuración pudo haber incidido en la forma de gestionar los asuntos públicos |
| English abstract | There is a big area of interest and a great amount of studies about public management because it constitutes a relational space that links society with government. However, the political system in which it is inscribed this analysis of the management is not always taken into consideration, neither are the expectations of the citizens that must take advantage of it. In our article, on the other hand, we do not omit these two aspects. We consider them specifically by focusing on the public and administrative field of municipalities. To do so, we have reviewed the phenomenon of partisan and political restructuration of municipal governments during the period from 1990 to 2012, noting whether the sum of partisan interests resulting from this restructuring may have influenced the way of managing public affairs. We have also explored the perception that the citizens (or rather the citizenships) of end incipient democratization of public life, have not impacted enough to transform government management in municipalities of our country |
