| Spanish abstract | Este artículo analiza el caso Agro Ingreso Seguro (AIS), tomando como referencia los cambios políticos ocurridos en el marco de su implementación durante los años 2007 a 2009 y los impactos sobre cuatro características del desarrollo rural en Colombia. Utilizando las herramientas conceptuales y metodológicas del marco de análisis y desarrollo institucional (IAD), se pretende ubicar el conjunto de reglas formales e informales del AIS y develar arreglos institucionales del programa. Se concluye que las principales fallas institucionales del AIS están dadas por su diseño, los acuerdos alcanzados y la participación de actores privados en el proceso de la política, a su vez que se hace necesario fortalecer la institucionalidad rural y poner las reglas formales en acción para lograr eficiencia y eficacia en la utilización de los recursos públicos |
| English abstract | This article analyzes the “Agro Ingreso Seguro” (AIS) case, considering the political changes in the context of its implementation during the years 2007-2009, and its impact upon four characteristics of the rural development in Colombia. Through the use of the conceptual and methodological tools from the Institutional Analysis and Development Framework (IAD), this article aims to locate the set of formal and informal rules of AIS and to reveal the institutional agreements of the program. The foregoing considerations allow us to conclude that the main institutional failures of AIS are given by its design, the agreements reached and the participation of private actors in the policy. Accordingly, it is necessary to strengthen the rural institutions and the formal rules put into action to achieve efficiency and effectiveness in the use of public resources |
