| Spanish abstract | El populismo en América del Sur se está desarrollando en sociedades insertadas en sistemas políticos debilitados por crisis constantes de representatividad y gobernabilidad. Dicha debilidad estructural no permite el desarrollo de contrapesos institucionales al poder electoral del populismo favoreciendo la concentración de poder en el líder populista y la consolidación de un modelo de gobierno autocrático con base electiva. Consecuencia de lo anterior son la serie de rupturas constitucionales que se vienen dando en Venezuela y Ecuador, donde la reforma de estos textos se hace apelando directamente a la voluntad popular con indiferencia de los mecanismos de reforma constitucional previstos |
| English abstract | Populism in South America is being developed in societies inserted in political systems debilitated by constant crises of representation and governability. This structural weakness does not allow the development of institutional counterbalances to the electoral power of Populism favoring the concentration of power in the populist leader and the consolidation of a model of autocratic government with elective base. Consequence of the foregoing is the series of constitutional ruptures that have been taking place in Venezuela and Equator, where the reform of these texts is done appealing directly to the popular will regardless of the applicable mechanisms of constitutional reform |
