| Spanish abstract | El artículo aborda el desgaste que presentan las instituciones del Estado, la idea central sostiene que en particular las instituciones político-electorales y las elites políticas enfrentan el reto de ciudadanizar a los jóvenes, quienes viven en el mundo de lo efímero e inestable, no obstante, las instituciones persisten en usar los recursos tradicionales para renovar el poder político como su más alto interés, con lo cual muestran su nula sensibilidad para captar un momento histórico-social de disyuntivas que podría abrir la puerta a dos escenarios a) a la democratización forzada o contingente que serviría como una válvula de escape obligada por la creciente presión social, y b) la posibilidad de un escenario duro de aplicación de la fuerza del Estado, en tanto que éste se aleja cada vez más del recurso del diálogo y de la negociación con lo que queda de las fuerzas sociales que antes fueron sustento de la legitimación de los sucesivos gobiernos priístas |
| English abstract | This article to board the waste of the state institutions, the central idea affirms how the institutions of electoral-political and the elites politics to confront the challenge of the form citizenships of the people young, they living in a moody and unstable world.
