| Spanish abstract | En la actualidad, Colombia pasó de ser un país emisor a ser un país receptor de migraciones, y sobre todo de migración irregular, situación que genera retos y desafíos en materia de seguridad y defensa. En este sentido, el país ha flexibilizado las normas migratorias para preservar el orden interno y social. Sin embargo, la misma condición de migrante irregular y más aún sin identificar lo hace vulnerable a ser reclutado o utilizado por los grupos criminales, obligando al Estado a buscar respuestas en todas las instituciones que lo conforman y aquellas del orden internacional, de manera integral e integrada, generando una sinergia de capacidades y el diseño de roles y responsabilidades acorde a la misión y realidad de cada una para enfrentar este fenómeno |
| English abstract | Currently, Colombia has gone from being a sending country to being a receiving country for migrations, and above all for irregular migration, a situation that generates challenges and challenges in terms of security and defense. In this sense, the country has made immigration regulations more flexible to preserve the internal and social order. However, the same condition of an irregular migrant and even more unidentified is vulnerable to being recruited or used by Criminal Groups forcing the State to seek answers in all the institutions that comprise it and those of the international order, in a comprehensive and integrated manner, generating a synergy of capacities and the design of roles and responsibilities according to the missionality of each one to face this phenomenon |
