| Spanish abstract | El artículo presenta el Tratado Antártico, el sistema y régimen internacional que se origina a 50 años de su firma en Washington, Estados Unidos, el 1 de diciembre de 1959. Los retos de la época y los propósitos del tratado fueron satisfactoriamente superados, pero hoy se enfrentan nuevos problemas y desafíos; menos políticos, más científicos, derivados entre otros aspectos por el cambio climático, la creciente actividad turística, el cuidado del medioambiente y la seguridad de la navegación marítima y aérea. Chile es un actor clave en la Antártica y en el Sistema del Tratado Antártico, y ofrece sus potencialidades como país puente al ser el más cercano al continente y facilitar desde Puntas Arenas las actividades antárticas en general. Asimismo, el país desarrolla capacidades concretas de acuerdo con las mayores y nuevas demandas que el Sistema Antártico deberá enfrentar, para ponerlas a disposición de la comunidad internacional, mediante una renovada perspectiva estratégica |
| English abstract | The article presents the Antarctic Treaty, the system and the international regime that has originated 50 years after the signing of the agreement in Washington, USA, on 1 December 1959. The challenges of the time and the purposes of the Treaty have been successfully overcome; nevertheless new problems and challenges have to be encountered today, less political and more scientific, deriving among other aspects from the climate change, the growing tourism, the protection of the environment and the safety of maritime navigation and aviation. Chile is a key player in Antarctica and the Antarctic Treaty System, and offers its potential as a bridge country for being located closest to the continent and facilitating the Antarctic activities from Punta Arenas. It is also developing specific capabilities to meet the greater and new demands that the Antarctic System will have to face, in order to make them available to the international community, through a renewed strategic perspective |
