| Spanish abstract | Este artículo constituye una apretada síntesis de las principales ideas del autor, las que se despliegan en tres ámbitos íntimamente vinculados entre sí. Por un lado, retoma su antigua preocupación por las relaciones entre centros y periferia analizándola a la luz de algunos rasgos salientes de la situación contemporánea; el tema tiene, a su juicio, la mayor significación, porque la naturaleza de esas relaciones condiciona, limita y orienta las modalidades y posibilidades de desarrollo de los países de América Latina. Por otro, penetra en el estudio de la dinámica interna del capitalismo periférico con el objeto de desentrañar sus principales componentes, contradicciones y tendencias. En este sentido, afirma que sus propias contradicciones internas impulsan al capitalismo periférico hacia crisis estructurales, de las cuales sólo consigue salir al apelar a regímenes políticos autoritarios. De esta tesis deriva un corolario que constituye el punto de partida del tercer ámbito de su pensamiento: una solución estable y democrática de esas crisis estructurales requiere una transformación profunda de los fundamentos del capitalismo periférico, en especial, de sus formas predominantes de apropiación y uso del excedente. Como una contribución a las reflexiones sobre este controvertido tema, esboza los lineamientos de su teoría de la transformación, los que se orientan por la esperanza de encontrar una síntesis entre los ideales liberales y socialistas |
| English abstract | This article constitutes a tight synthesis of the main ideas of the author, which unfold in three areas closely related to each other. On the one hand, he takes up his old concern for the relations between centers and periphery, analyzing it in the light of some salient features of the contemporary situation. In his opinion, the subject has the greatest significance because the nature of these relationships conditions limits and guides the modalities and possibilities of development of the Latin American countries. On the other hand, he penetrates the study of the internal dynamics of peripheral capitalism to unravel its main components, contradictions, and tendencies. In this sense, he affirms that its internal contradictions drive peripheral capitalism towards structural crises, from which it only manages to emerge by appealing to authoritarian political regimes. From this thesis derives a conclusion that constitutes the starting point of the third area of his thought: a stable and democratic solution to these structural crises requires a profound transformation of the foundations of peripheral capitalism, especially of its predominant forms of appropriation and use of the surplus. As a contribution to the reflections on this controversial topic, it outlines the guidelines of the theory of its transformation, which are guided by the hope of finding a synthesis between liberal and socialist ideals |
