| Spanish abstract | El presente artículo da cuenta de la existencia de entidades públicas manejadas con criterio gerencial y que aparte de la rentabilidad económica también piensan en cumplir con uno de los fines principales del Estado, cual es garantizar a la comunidad las condiciones básicas para su bienestar. Aunque nuestra cotidianidad está plagada de ejemplos negativos (quiebras, malos manejos, fraudes y otra clase de actitudes poco sanas dentro de la administración pública), también hay casos como el que se expone en estas páginas que dan cuenta de instituciones que no sólo sobreviven sino que crecen y expanden sus servicios. Éste es el caso del Instituto para el Desarrollo de Antioquia, que ha prevalecido durante 41 años, haciendo frente a la realidad del país, enfrentado desafíos desde su creación misma, sin ser ajena a los ataques de intereses particulares, y que aún así continúa prestando un invaluable apoyo a las administraciones locales y a las regiones del Departamento y el País. Este escrito destaca un positivo ejemplo de lo que hoy parece una utopía, trabajar pensando en el desarrollo de la comunidad, sin permanecer bajo condiciones precarias o afrontando un alto déficit fiscal. En tiempos en los que el pensamiento Neoliberal descarga cualquier tipo de intervención del Estado, nos encontramos con una empresa a través de la cual se puede pensar que la administración pública puede verdadera y decididamente ayudar a la solución de las necesidades básicas de la ciudadanía |
| English abstract | This current article gives an account of the existence of public entities run with a managerial criterion, and apart from the economic profit, they also think about complying with one of the ends of the State, which is to guarantee the community the basic conditions for their well-being. Although our daily nature is filled with negative examples (bankruptcies, poor managements, frauds, and another kind of attitudes which are unhealthy within the public administration), there exist some cases similar to the one shown in these pages which give an account of the institutions that not just survive but also grow and expand their services. Such is the case of the Institute for the Development of Antioquia – IDEA – which has prevailed for 41 years, standing up to the reality of the country, facing challenges from its very creation, without alien to the attacks of particular interests., and even though it continues giving an invaluable support for the local administrations and the regions of the State and the Country. This writing emphasizes a positive example of what today seems to be a utopia, to work thinking about the development of the community, without remaining under precarious conditions or facing a great fiscal deficit. In times when the neoliberal thought discharges any kind of intervention of the State, we find an enterprise through which we may think that the public administration can truly and decidedly help to the solution of the people’s basic needs |
