English abstract This paper is aimed at reflecting upon the Brazilian Curriculum Directives for Childhood Education in the context of the childhood education policies under Fernando Henrique Cardoso's administration. It begins with an analysis of the educational reforms implemented in the field of childhood education, based on the legislation, reports, resolutions and documents issued by the Department of Education (MEC) since the LDB (Brazilian Education Basic Tenets Law) 9.394/96 measure, with an emphasis on the factors related to financing childhood education and teacher training. The text then analyzes the debate about the Brazilian Curriculum Directives for Childhood Education in the context of the on-going reforms. It eventually pinpoints some of the trends and utopias that have inspired educators in this field
Portuguese abstract Este artigo tem por objetivo refletir sobre o Referencial Curricular Nacional para a Educação Infantil no contexto das políticas públicas para educação infantil do Governo Fernando Henrique Cardoso. Inicia com uma análise das reformas educacionais implementadas na área da educação infantil, com base em legislações, pareceres, resoluções e documentos encaminhados pelo MEC desde a LDB nº 9.394/96 enfatizando aspectos relativos ao financiamento para a educação infantil e à formação de suas professoras. Em seguida, retoma o debate em torno do Referencial Curricular Nacional para a Educação Infantil situando-o como mais uma ação do governo no contexto das reformas em andamento e, por último, apresenta algumas das tendências e utopias que têm inspirado os educadores da área
