| Spanish abstract | El desarrollo social municipal en el estado de San Luis Potosí necesita acompañarse de la implementación de políticas públicas e instrumentos que orienten las acciones de descentralización de los recursos fiscales federales, como es el caso del Fondo de Aportaciones para la Infraestructura Social Municipal (FAISM). Se propone establecer un Fondo Concursable para incentivar el mecanismo de distribución del Fondo y mejorar los niveles de bienestar social. El estudio se centra en los 58 municipios potosinos que, en conjunto, obtuvieron el 3.52% del Fondo a nivel nacional, durante el periodo de 1998-2012. Para el análisis se propuso incorporar a la fórmula 13 variables de desarrollo social y 5 de gestión pública. La información de las variables se obtendrá del: Sistema Nacional de Información Municipal, Instituto Nacional de Estadística y Geografía, Instituto Nacional para el Federalismo y Desarrollo Municipal y del Consejo Nacional de Evaluación de la Política de Desarrollo Social |
| English abstract | The municipal social development in the state of San Luis Potosi needs to be accompanied by the implementation of public policies and instruments that guide the actions of federal decentralization of fiscal resources, such as the Fund for Municipal Social Infrastructure Contributions (FAISM). It is proposed to establish a competitive fund to encourage the targeting mechanism of the Fund and improve levels of social welfare. The study is focused on 58 municipalities of San Luis Potosí whose entity obtained, on average, 3.52% of the Fund at the national level, during the period 1998-2012. For the analysis, we propose to incorporate 13 variables for social development and 5 for governance in the formula. Information variables were obtained from the National Municipal Information System, National Institute of Statistics and Geography, National Institute for Federalism and Municipal and the National Council for the Evaluation of Social Development Policy Development |
