| English abstract | This article seeks to develop a reflection of education through the concept of governamentality and critique of the neoliberal project, inspired by Michael Foucault. From this perspective, we propose to analyze the implementation of the Project “Desenvolvimento da Educação e Gestão Pública no Estado de Pernambuco” (Projeto EDUCAR), financed by the World Bank as an investiment in education of human capital for the State of Pernambuco. We understand that the fusion of neoliberal governamentality and the classic concept of homo economicus, and the so-called theory of “human capital” encourage the enterpreneurial of life and the education shall be valued and investment, by individuals, by companies and by the State, in order to improve the human capital. This arrangement opens a new way os situating education in contemporary society |
| Portuguese abstract | Este artigo procura desenvolver uma reflexão da educação por meio do conceito de governamentalidade e a crítica ao projeto neoliberal, inspirada em Michel Foucault. Partindo dessa perspectiva, nos propomos a analisar a implantação do Projeto de “Desenvolvimento da Educação e Gestão Pública no Estado de Pernambuco” (Projeto EDUCAR), financiado pelo Banco Mundial enquanto investimento na formação do capital humano do Estado de Pernambuco. Entendemos que a fusão na governamentalidade neoliberal, da clássica concepção do homo oeconomicus e da chamada teoria do “capital humano”, incitam o empresariamento da vida e a educação passa a ser valorizada e investida pelo indivíduo, pelas empresas e pelo Estado, com vista a melhorar este capital humano. Esse arranjo inaugura um novo modo de situar a educação na contemporaneidade |
